Bulk Steel Furniture Purchasing Guide
Bulk orders add coordination risks across product mix, packaging, approvals and delivery. Use this guide to create one controlled order brief and make the assumptions behind each quotation visible.
Build a model-level quantity schedule
List each candidate SKU, description, quantity, finish, accessories and delivery location. Separate confirmed choices from alternates and estimated quantities. Ask the supplier to identify any minimum order or pack-size constraints for each line.
Align the project specification
Define dimensions, acceptable tolerances, material and finish requirements, locks, labels and accessories. Keep the approved drawings and revision numbers with the order. Unconfirmed candidate data should not be copied into a purchase order as fact.
Coordinate samples and inspections
Set decision owners and dates for sample review, first production approval, in-process checks and final inspection. Agree how defects are documented, who can approve a deviation and what happens if a shipment fails agreed criteria.
Plan packing and staggered delivery
Confirm unit and master carton details, protection, pallet or container loading assumptions, labels and destination constraints. If deliveries are staged, map each product quantity to the site and requested arrival window. Ask for a written schedule tied to approvals and production readiness.
Questions buyers ask
Can several product types be combined in one order?
A mixed order can be reviewed, but source, MOQ, production timing and packaging may differ by model. Request a line-by-line confirmation and consolidated delivery plan.
How should I handle estimated quantities?
Label estimates clearly and agree the point when quantities become binding. Ask whether changes affect MOQ, pricing, packaging or schedule.
When should I request inspection?
Agree inspection stages and acceptance criteria before production, including who performs them and what records are supplied.
HS classification: confirm the code before you price duty
The HS code decides the duty rate, the documentary requirements and sometimes whether additional trade measures apply. It is assigned by the importing country, using the product as imported: its material, construction, function and, in some schedules, its size or intended setting. A code that fits one destination is not automatically correct in another.
Steel office furniture is generally described in Chapter 94, and most metal office furniture falls under heading 9403. That is a starting point, not an answer: national tariff schedules split 9403 into lines by material, by whether the item is a complete unit or a part, and by function. Filing cabinets, lockers, workbenches and workshop trolleys may land on different lines even when they share a steel construction.
How to verify the code. Start from a written product description that matches what will actually ship, then check the destination tariff schedule for the corresponding heading and its national subdivisions. Where the classification is ambiguous, or the order value is significant, ask the importer’s customs broker for a written opinion, and use a binding ruling procedure where the destination offers one.
- Material composition, including any wood, glass, plastic or upholstered components
- Whether the item is a complete unit, a knocked-down unit or a spare part
- Primary function: storage, filing, seating or a work surface
- Country of origin declaration, which is separate from the HS code
- Any anti-dumping, countervailing or safeguard measure applying to that origin and code
What buyers should confirm. Confirm the code with the party that files the entry, not with the seller alone. A supplier can describe the product accurately and still be wrong about the destination’s tariff line. Duty, VAT and any additional measure should be calculated from the code actually used at import, and recorded in the landed-cost model before the order is placed.
This site does not publish a single HS code as valid for every product or destination. Classification is confirmed for the specific model, material mix and destination market.
